He has his country back, his people are no longer in danger, and while ruling a country means dealing with endless bureaucracy, it also means being able to ensure peace. It kind of creates the effect of someone telling this story from their memory - the old parts are foggy and maybe have a little room for embellishment, but the memories are more vivid the more recent they are, until you get to current times (the end of the story) and the details are all around you, making your story that much more real and rich.
